Summary

Restrict PDF and Image download

Users can now prevent downloading and printing of individual image and PDF attachments.
Locking is available to anyone with the "Add Attachment" permission and applies per attachment.
Locks can be set via the Atlassian attachment panel or through our custom bulk delete screen.
